asked the Minister for Agriculture if he will state the present position in regard to the proposed agricultural institute.

Following publication on the 15th August, 1955, of the Government's outline of the proposed agricultural institute, consultations have been taking place with a number of interests concerned in regard to the proposal. These consultations are still proceeding.

Might I inquire who asked that question on behalf of Deputy O'Malley?

The Chair assumes a question is being asked when there is somebody belonging to the Party in the House likely to ask it.

With great respect, a very proper assumption. Deputy Lemass was apparently not aware of that.

Is it not the practice that the Party Whips ask the question when the Deputy is not here?

If no uncivil observations had been made from the Fianna Fáil Benches, then no uncivil observations would have been made from this side.
