The cost of creating a standard holding depends primarily on the price paid for the land, the cost of erecting building and the extent to which development is necessary as regard roads, fences, water supply, etc. These vary from estate to estate and give rise to different constings. On the other hand, there is seldom much variation in the cst of creating standard holding on a particular estate. Consequently and as the allottees of the holdings in question are readily identifiable, I would not be justified in giving the precise information sought. It may meet the Deputy's requirements, however, to know that the approximate average cost, including adminstrative costs, of creating the 32 standard holding allotted last spring under the Group Migration Scheme was £4,110, of which £683 is repayable be way of annuity.
