Written Answers. - State-Sponsored Companies, Commissions, Committees and Advisory Councils.

asked the Taoiseach if he will state the name of each board or State-sponsored company the directors of which are appointed by him or by the Government, or for which his Department are responsible.

There is no board or State-sponsored company the directors of which are appointed by the Taoiseach or for which the Department of the Taoiseach is responsible.

The following are the names of the boards or State-sponsored companies, some or all of the directors (or members) of which are appointed by the Government:—

Bord na Móna; C.I.E.; the E.S.B.; An Bord Uchtála; the Dental Board (one member); the Civil Service Arbitration Board (chairman); the National Teachers' Arbitration Board (chairman); and the Secondary Teachers' Arbitration Board (chairman).

asked the Taoiseach if he will state what commissions, committees, or advisory councils are at present in existence which were appointed by him or by the Government, the date of the appointment and terms of reference of each, and whether the members are paid or act on a voluntary basis.

The only body of the kind to which the Deputy's question would seem to refer which is at present in existence is the Irish Manuscripts Commission. It was established by the Executive Council on 10th October 1928, and its terms of reference are as follows:—

"1. To report on the nature, extent and importance of existing collections of manuscripts and papers of literary, historical and general interest relating to Ireland, and on the places in which such manuscripts and papers are deposited, and to advise as to the steps which should be taken for the preservation and publication of such manuscripts and papers, whether in public collections or in private ownership, and for the collection of any such manuscripts and papers as may be in danger of being lost or obliterated.

2. To prepare, after such consultation with university authorities and other learned bodies as the commission may deem desirable, and submit from time to time, for approval, to the Minister for Education, and, subject to such approval, to arrange for and supervise the execution of programmes of work to be undertaken in

(a) the preparation and publication of calendars and catalogues of such manuscripts and papers,

(b) the editing and publication of hitherto unpublished texts in Old Irish, Middle Irish and Modern (other than contemporary) Irish and of other hitherto unpublished manuscripts relating to Ireland, due regard being had to their relative linguistic, literary and historical importance,

(c) the publication of photographic facsimiles of important codices, in particular of those in the possession of institutions or individuals outside Saorstát Éireann,

(d) the revision and republication of important works already published but now out of print or difficult of access."

The chairman of the commission is paid. The remaining members are unpaid.

There is at present in course of establishment by the Government a commission on the restoration of the Irish language. Its terms of reference will be given in the official statement announcing the establishment of the commission, which will be issued shortly. Membership of this commission —like that of similar temporary commissions—is honorary, and, accordingly, neither the chairman nor the members are to be paid.

It is presumed that the Deputy's question is not intended to refer to bodies which have been established by statute, such as, the Commissioners of Charitable Donations and Bequests for Ireland, the Irish Land Commissioners, the Civil Service Commissioners, the Local Appointments Commissioners, the Advisory Committee under the Military Service Pensions Act, 1934, and the Irish Legal Terms Advisory Committee.

asked the Minister for Industry and Commerce if he will state the name of each board or State-sponsored company or similar institution the directors of which are appointed by him or for which his Department are responsible.

The following are the names of the boards or State-sponsored companies, some or all of the members or directors of which are appointed by me: Aerlinte Éireann Teoranta, Bord Fáilte Éireann, Córas Tráchtála Teoranta, Dundalk Engineering Works, Ltd., Fair Trade Commission, An Foras Tionscal, G.N.R. board, Industrial Development Authority, Institute for Industrial Research and Standards, Irish Steel Holdings, Ltd., Labour Court, Mining Board.

In addition, the following boards or companies, the members of which are not appointed by me, come within the purview of my Department: Aer Lingus Teoranta, Aer Rianta Teoranta, Bord na Móna, Ceimicí Teoranta, C.I.E., E.S.B., Fuel Importers (Éire) Ltd., Grain Importers (Éire) Ltd., Irish Shipping, Ltd., Mianraí Teoranta (dormant), Tea Importers, Ltd., Transport Tribunal.

It is presumed that the Deputy's question is not intended to refer to bodies which have been established by statute such as: Apprenticeship Committees established under the Apprenticeship Act, 1931; Factories Advisory Council established under the Factories Act, 1955; Joint Labour Committees established under the Industrial Relations Act, 1946; Milling Advisory Committee established under the Agricultural Produce (Cereals) Act, 1933; Office Premises Advisory Council established under the Office Premises Act, 1958; Trade Loan Advisory Committees established under Section 6 of the Trade Loans (Guarantee) Act, 1939.

The information sought by the Deputy in respect of bodies of the kind to which his question would seem to refer is given in the following statement.

(a) the level and structure of cross-Channel shipping freight rates including through rates;

The members of the Fair Trade Commission constitute this tribunal and receive no extra remuneration therefor.

(b) the extent, if any, to which collective arrangements or other restrictive practices obtain in the fixing and application of freight rates;

(c) if such arrangements or practices obtain, whether their maintenance is contrary to the public interest.

To examine the practicability of reviving the Glenamoy Grassmeal Project and if revival is considered practicable, to make certain recommendations in regard to the re-establishment of the project.

asked the Minister for Health if he will state what commissions, committees, or advisory councils are at present in existence which were appointed by him or for which his Department are responsible, the date of appointment and terms of reference of each, and whether the members are paid or act voluntarily.

The following is the information:—

I. B.C.G. Vaccination Committee:

Functions: To advise on matters connected with B.C.G. Vaccination and to provide a vaccination service until each health authority is in a position to provide its own service.

Date of appointment: July, 1949.

II. Food Advisory Committee:

Terms of Reference: To examine and report on articles of food which are widely consumed or which are of importance to the public health with a view, primarily, to the exclusion from, or limitation in such articles of food of harmful ingredients; to recommend whether and if so, to what extent, the Public Health (Preservatives, etc., in Food) Regulations, 1928 and 1943, should be amended to control, the use of chemical and other (e.g., preservative, colouring) agents, etc., and, generally, to recommend what measures should be taken by the Department of Health to control, in a systematic manner, with a view to the preservation of the public health, the manufacture, preparation and processing of articles of food having regard to existing legislative provisions and to the desirability on grounds of expense and staffing of adopting a limited programme for the present.

III. Consultative Council on Dental Caries:

Functions: To advise the Minister “whether, with a view to reducing the incidence of dental caries, it is desirable to provide for an increased intake of fluorine and, if the council considers it so desirable, to advise as to the best method of securing such an increased intake and as to any safeguards and precautions necessary.”

IV. National Organisation for Rehabilitation:

Functions: To advise on the general question of a service for the rehabilitation of chronically disabled persons and, with the consent of the Minister, to organise and provide such a service.

V. Consultative Council on Radioactivity:

Functions: To advise the Minister for Health on the making of regulations under Section 59 of the Health Act, 1953, for the prevention of danger to the health of persons occupied in the use of radioactive substances or irradiating apparatus and of other persons whose health may be endangered by such use and on other matters, relating to radioactivity or to the use of radioactive substances and irradiating apparatus (otherwise than in medical practice or medical research) which may be referred to the council.

Date of appointment: January, 1958.

None of the members of any of the foregoing bodies is remunerated for his services to the body.

It is presumed that the Deputy's question is not intended to refer to bodies which have been established by statute such as the National Health Council, established under Section 98 of the Health Act, 1947 as amended by Section 41 of the Health Act, 1953 or the Therapeutic Substances Advisory Committee established under the Therapeutic Substances Act, 1932.

Advisory Committee for Juvenile Employment.

(1) To advise the Minister for Social Welfare with regard to the management of any Employment Exchange in their district in relation to juvenile applicants for employment and

(2) either by them selves or in co-operation with any other bodies or persons to give information, advice and assistance to boys and girls and their parents with respect to the choice of employment and other matters bearing thereon.

The members of the committees are unpaid.

NOTES: (i) These Advisory Committees for Juvenile Employment have been established under the Labour Exchanges Act, 1909, and operate in conjunction with the juvenile section of the Employment Exchanges at Dublin, Cork, Limerick and Waterford.

(ii) The Committees are reconstituted every three years. The dates shown are the dates of last appointment.

In addition to the above-mentioned Commission and Committees, the Minister for Social Welfare is responsible for the appointment of members of the Board for the Employment of the Blind. The Board, which was set up on 25th April, 1957, operates a central workshops for the blind as a joint body on behalf of the local authorities, as provided for in the Blind Persons Act, 1920. The members are unpaid.
