Written Answers. - Cost of Civil Service, Garda and Defence Forces.

asked the Minister for Finance if he will state in respect of 1958/59 and 1959/60 the estimated cost of (1) the Civil Service, (2) the Garda Síochána, and (3) the Defence Forces, for remuneration only, calculated on the same basis as was utilised by him in making his 1957 Budget statement.

It is not possible to give in respect of 1958-59 and 1959-60 figures calculated on the same basis as that given in 1957. The figure for 1957 was derived from the Civil Service Census. The cost as shown by the 1958 Census did not include the pay increases granted in 1958-59, which will not be thrown up until the 1959 Census figures are available. The figure taken for 1958-59 is, therefore, based on an estimate of expenditure made towards the end of that year. That estimate, being of such recent date, has been taken as reasonably appropriate for 1959-60. Industrial staff are included.

(3)—Defence Forces

The figures corresponding to the 1957 Budget figure of "nearly £5 million" are as follows:

The estimated cost of the Defence Forces was given in the 1957 Budget Statement as "nearly £5 million". That figure included, besides Army pay in cash, a sum of £1,800,000, approximately, to cover other emoluments such as rations or ration allowances, uniform clothing, reserve grants, medicines, etc. It included also the pay of all civilian employees, industrial and non-industrial.

The figure of £3.3 million given in the 1959 Budget covered only Army pay in cash (including marriage allowance) and officers' uniform allowances which are issued with pay and the pay of non-industrial civilian employees.
