asked the Minister for Finance if he has now any reason to vary the estimate of £45.16 million for the published capital programme for the current year as outlined in Table V of the Budget Table and, if so, by what amount; and how he proposes to raise such sum.

I have, so far, at all events, no sufficient reason to revise the estimate of £45.16 million for the capital programme.

Would the Minister answer the last part of the question "and how he proposes to raise such sum"?

The last part of the question does not arise because it is conditional upon there being some variation on the estimate.

I must say that is how the Minister for Finance read it and I, acting for him, now read it in the same way.

No sensible person would construe it in that way.

"To ask the Minister for Finance if he has now any reason to vary the estimate of £45.16 million for the published capital programme for the current year as outlined in Table V of the Budget Table, and, if so, by what amount, and how he proposes to raise such sum." The amount by which he has to vary it.

Such sum is clearly the capital programme.

I am sure the Minister for Finance will make an announcement in the House on that matter at an early date.
