asked the Minister for Finance if he will state in respect of State service pensions and the recent rise in State service pensions why persons who retired from the service between the 1st January, 1951, and the 31st October, 1952, are not qualified to receive the increase granted on 1st August last.

The pension increases which I announced in the Budget apply to pensioners who retired prior to 1st November, 1952. It follows that no increase can be given which would make a pre-November, 1952 pension greater than the pension for similar rank and service where retirement took place on 1st November, 1952, and I indicated when announcing the increases, that this limitation would be necessary. If any pre-November, 1952, pensioner does not receive an increase this year, the reason is that he is already in receipt of pension at the November, 1952 rate.

Is the Minister aware that cases have arisen in which a person is entitled at the moment to a pension of £591 10s. per year which includes an increase of £32 granted in August last, while officers of similar rank, with the same length of service, who retired since 1st November, 1952, have a higher pension than £614 12s., the amount to which the first pensioner would be entitled, if he got a four per cent. increase?

It is very difficult to answer these questions precisely. It is a most intricate business, but the Deputy will have an opportunity of raising the matter on the Bill when it comes before the Dáil in a week or two.
