Connaught Rangers (Pensions) Bill, 1960—Second Stage.

Tá soláthar á dhéanamh leis an mBille seo chun pinsin sheirbhíse agus pinsin mhíthreora is iníoctha faoi na hAchtanna um na Connaught Rangers (Pinsin), 1936 go 1957, a mhéadú sé faoin gcéad, is é sin, an céatadán iomchuí de réir scála na méaduithe le haghaidh pinsinéirí, i gcoitinne, a údaraíodh ag an Aire Airgeadais ina Ráiteas ar an gCáinaisnéis in Aibreán, 1959.

Tá éifeacht ag na méaduithe ón lú Lúnasa, 1959, agus tá siad á n-íoc ón lá sin i leith ar údarás Meastacháin Bhreise a ritheadh sa Teach seo ar an 22ú Iúil, 1959.

This Bill provides that service pensions and disability pensions payable under the Connaught Rangers (Pensions) Acts 1936 to 1957 shall be increased by six per cent which is the percentage appropriate in accordance with the scale of increases for State pensioners, generally, authorised by the Minister for Finance in his Budget Statement of April 1959.

The increases became effective from 1st August 1959 and they are being paid since that date on the authority of a Supplementary Estimate for pensions passed in this House on 22nd July 1959.

I do not think that the measure calls for any comment, unless any Deputy wishes to raise a point.

I do not propose to hold up this Bill. I am wholeheartedly in support of this increase but I must express my regret that there are people who are outside the scope of this Bill. We know of many of those forgotten heroes who were allowed to die in local workhouses. At this late stage, some recognition should be accorded to the wives or families of those who do not come within the scope of this measure in the form of a certificate or medallion of some kind. People who never fired a shot were given medals and some recognition should be given to those people who are outside the scope of this Bill. How many people will benefit under this Bill?

I think 37, only.

Will the Minister bear in mind that some form of recognition should be given?

To the members of the Connaught Rangers? The suggestion is that they should get a medal?

I shall look into it.

I know of some who died in the workhouse. It was a disgrace to the country.
