asked the Minister for External Affairs who is the representative of this country on the political committee of the U.N.O. which deals with the question of disarmament.

The Minister for External Affairs has himself been acting as representative of this country on the Political Committee of the United Nations General Assembly for purpose of the debates on disarmament.

asked the Minister for External Affairs whether the Irish delegate at the U.N.O. political committee dealing with disarmament supported the request that total disarmament rather than partial disarmament be considered by the committee and the U.N.O.

I do not quite know what the Deputy means when he speaks of our delegate to the appropriate United Nations Committee supporting consideration by that Committee of "total disarmament rather than partial disarmament". As far as I know all members of the United Nations, including of course this country, support the principle of total disarmament: indeed a resolution endorsing the aim of total disarmament was adopted unanimously by the General Assembly at its 14th Session on 20th November, 1959. There is, however, a difference of opinion as to how this major objective can be achieved. Our attitude in the matter was explained in considerable detail by the Minister for External Affairs in his speech in the First (Political) Committee of the General Assembly on 28th October. I would suggest that the Deputy read that speech, of which the text has been placed in the Library.
