Vol. 188 No. 1

Ceisteanna—Questions. Oral Answers. - Electoral (Amendment) Bill, 1961.

27.

asked the Minister for Local Government if he will explain why the Explanatory Memorandum issued with the Electoral (Amendment) Bill, 1961, is inaccurate with reference to the Dublin South East and Dublin South West constituencies; and if it is a fact that these constituencies were altered following representations to him after the Memorandum had been prepared; and, if so, if he will name the persons who made such representations.

28.

asked the Minister for Local Government with reference to the Explanatory Memorandum issued with the Electoral (Amendment) Bill, 1961 (a) what part of the Rathfarnham ward is referred to as being in the Dublin South East constituency, (b) what part of the Rathmines West ward is referred to as being in (1) the Dublin South East constituency and (2) the Dublin South West constituency, and (c) in what constituency is that part of the Rathfarnham ward which is not included in the Dublin South East constituency.

With your permission, a Cheann Comhairle, I propose to take Questions Nos. 27 and 28 together.

The existing Dublin South (East) constituency contains the portion of the Rathfarnham Ward lying to the east of a line drawn along Dartry Road. The remaining part of the Ward is included in the Dublin South (West) constituency. It is proposed by the Electoral (Amendment) Bill, 1961, to incorporate the entire Ward in the new Dublin South-East constituency.

The portion of the Rathmines West Ward lying to the east of a line commencing at a point in the Ward boundary due north of the middle of Rathmines Road Lower, thence southerly along Rathmines Road Lower and Upper to the Ward boundary, is included in the existing Dublin South (East) constituency. The remaining portion of the Ward is in the Dublin South (West) constituency. It is proposed to include the entire Ward in the new Dublin South-West constituency under the Electoral (Amendment) Bill, 1961.

Maps showing the boundaries of the existing constituencies and those proposed under the Bill are in the Oireachtas Library.

The explanatory memorandum is not inaccurate with reference to the Dublin South-East and Dublin South-West constituencies. No alteration in these constituencies was made after the explanatory memorandum was prepared.

29.

asked the Minister for Local Government with reference to the Electoral (Amendment) Bill, 1961 (a) the population and (b) the electorate in respect of each area being transferred from an existing constituency into another constituency.

It has not been found possible to assemble the information required by the Deputy within the time available but it is hoped to do so in the present week, in which event it will be sent to the Deputy and copies will be placed in the Oireachtas Library. If this is not possible, the Deputy might repeat the Question next week.

30.

asked the Minister for Local Government with reference to the Electoral (Amendment) Bill, 1961 (a) the population and (b) the electorate in each proposed constituency.

31.

asked the Minister for Local Government with reference to the Electoral (Amendment) Bill, 1961 if he will state in connection with each proposed constituency (a) the number of voters per seat and (b) the population per seat.

With your permission, a Cheann Comhairle, I propose to take Questions Nos. 30 and 31 together and, as the reply is in the form of a tabular statement, to circulate it with the Official Report.
