asked the Minister for Agriculture whether he has given an undertaking to the proprietors of Irish horse-slaughtering abattoirs that the export of horses for slaughter is to be prohibited.

As announced last November, export of working-type horses aged seven years and over will not be allowed, save in exceptional circumstances, when a new factory which is being built for the processing of horse meat for export commences operations. The building of this factory is nearly completed.

Could the Minister say when that factory will be completed and is it the intention of the Minister for Agriculture to curtail or to prohibit the export of live horses?

It is the intention to prohibit the export of working horses.

Of live horses for slaughter?

Yes, live horses.

Is the Minister aware that if such a thing is done the farmers who can get £60 for live horses exported for slaughter will not get half that money?

That surely is another matter.

He is not aware of that.

That is the important side of it.

It is outside the province of the question.
