asked the Minister for Finance whether in the case of persons who served in the old I.R.A. and who hold service medals he will provide that compassionate gratuities will be payable under the Superannuation Act, 1887 where such persons had less than fifteen years' unestablished service on death or retirement from the State service, and where such event took place between January 1957 and May 1960.

Following discussions with representatives of Civil Service staffs under the conciliation and arbitration machinery, I agreed that compassionate gratuities to unestablished civil servants would be payable where seven years' whole-time service had been given. In accordance with the general rule as regards conciliation settlements, the effective date of the concession is 5th May, 1960, and I regret that it is not possible to apply it to any cases arising before that date.
