Section 8 of the Housing (Amendment) Act, 1948, as amended, contains a provision that a person shall not use otherwise than for dwelling purposes the whole or part of any habitable house unless he has the permission of the housing authority or of the Minister on appeal under Section 7 of the same Act. There is also the more general provision for appeal to the Minister by persons who are aggrieved by decisions of a planning authority under the Town and Regional Planning Acts.
