I would refer the Deputies to replies which I gave to questions on this subject on 21st March last in which I drew attention to certain complications which might arise out of publication of the report. It would be my desire to publish the report but the nature of the legal difficulties to which I referred on that occasion is such that it would not be possible to decide whether publication would be permissible until the report has been submitted.
