asked the Minister for Posts and Telegraphs whether a radio and television repair man who has a set in his possession for the purpose of carrying out repairs to it is required to have a licence for such a set.

If a licence is not otherwise held in respect of the premises in which the sets are repaired, the answer is "yes".

Does the Minister not consider it unreasonable that somebody who simply repairs a television set as a means of livelihood should have to pay a licence, although he does not himself possess one for his own use?

I have stated in my reply what the law is in the matter.

Is there no exception to the law?

The law is enforced by the Minister and it is applicable to the Minister the same as to any other citizen.

The Minister does not repair sets?

I do not repair sets. If I did, I would have a licence for the premises in which I proposed to carry on that business. The Wireless Telegraphy Act 1926 imposes an obligation on any person who keeps or has a set in his possession to have a licence for the set, or the premises.
