asked the Minister for Local Government the exact position of a county council in regard to the provision of a water supply for a proposed factory outside an urban area; whether the council is prevented by any regulation from so doing; and whether the council will receive aid from the Exchequer for this purpose.

A county council may provide water for industrial purposes to any factory but is not obliged by law to do so. There is no regulation which would prevent it giving such a supply to a factory outside an urban area. Sanitary services subsidy would be payable at the normal rates on the net loan charges arising from expenditure on such a supply.
