A county council may provide water for industrial purposes to any factory but is not obliged by law to do so. There is no regulation which would prevent it giving such a supply to a factory outside an urban area. Sanitary services subsidy would be payable at the normal rates on the net loan charges arising from expenditure on such a supply.
