Vol. 204 No. 9

Ceisteanna—Questions. Oral Answers. - Council of Europe Recommendations and Resolutions.

18.

asked the Minister for External Affairs what is the attitude of the Government with regard to Resolution No. 245 on the general policy of the Council of Europe, which was adopted by the Consultative Assembly of the Council of Europe on 8th May, 1963; and what action the Government have taken or contemplate taking on it.

The Government have taken note of Resolution 245 on the general policy of the Council of Europe.

The Resolution does not call for any specific action by the Government.

19.

asked the Minister for External Affairs what is the attitude of the Government with regard to Recommendation 356 on the role of the Council of Europe in the near future, which was adopted by the Consultative Assembly of the Council of Europe on 8th May, 1963; and what action the Government have taken or contemplate taking on it.

Recommendation 356 on the role of the Council of Europe in the near future has been carefully considered by the Government. It is felt, however, that the concern of the Assembly in this matter has been met by the adoption in the Committee of Ministers of Resolution (63) 6 according to which that Committee has decided to make use of its sessions to hold discussion on the major political problems of European unification.

As the Deputy is no doubt aware from speeches made at the meeting of the Consultative Assembly last May, this attitude corresponds to the view generally held by member governments of the Council of Europe.

With reference to the final paragraph of the Recommendation, the Government will welcome constructive proposals for the improvement of contacts between the Assembly and the Committee of Ministers.

20.

asked the Minister for External Affairs if he is now in a position to state the attitude of the Government with regard to Recommendation No. 336 on the relations between the Assembly of the Council of Europe and OECD, which were adopted by the Consultative Assembly of the Council of Europe on 25th September 1962; and what action the Government have taken or contemplate taking on it.

The Government appreciate the concern of the Consultative Assembly of the Council of Europe in the matter of a Parliamentary link with the OECD, as expressed in Recommendation 336, and are prepared to agree to any arrangements for such a link which meet with the approval of all the members of that Organisation.
