Mr. Ryan

asked the Minister for Defence if he will bring the sick-leave conditions of non-permanent civilian employees in Clancy Barracks, Dublin into line with other civil service employees, or otherwise improve their conditions, having regard to the hardship suffered by such men under the present system; and if he will make a statement on the matter.

It is assumed that the Deputy refers to civilians in industrial employment in Clancy Barracks. The conditions of employment generally of such employees are determined in accordance with the conditions provided for in agreements between Trade Unions and representatives of employers in comparable outside employment. There is no evidence that such schemes form part of such agreements or that they are a benefit enjoyed by the majority of outside industrial workers. Accordingly, I regret that the extension of sick leave benefits to the employees in question is a matter which could not at present be entertained.

Can the Minister say why a foreman in similar employment personally received the concession now being sought by the men? Why was there a special case made for the foreman?

I am not aware of any such special case.

If I bring it to the Minister's attention, will he do the same for the men?

A delegation from the Dublin Council of Trade Unions made representations to the Department early this year and discussed the question of sick pay particularly. The delegation were asked to furnish details of various schemes which they said were in operation outside. They promised to do so and were informed that when they did, a report would be submitted to the Minister. The particulars sought have not so far been furnished.
