asked the Minister for Local Government when the increased housing grants and loans will be paid to eligible applicants.

Legislation is being prepared to authorise the payment of these grants. No case has yet reached the stage at which a grant would be payable.

The making of loans by the Land Commission is a matter for the Minister for Lands.

I take it that the Department of Lands, to which the Minister referred, is entitled to give the loan, although the Department of Local Government have not yet the necessary legislation to enable them to get the grant?

I think that is correct. I do not think any legislation is required to enable them to pay the new loan.

May I ask when this proposed legislation will be introduced in the House?

I hope, during this term.

I hope so, but I cannot say for certain.

It is backdated?

The power to make these payments will be retrospective to 1st October for buildings commenced on or after 1st October.
