Vol. 211 No. 8

Committee on Finance. - Army Pensions (Increase) Bill, 1964— Committee and Final Stages.

Sections 1 to 9, inclusive, agreed to.
SECTION 10.
Question proposed: "That section 10 stand part of the Bill".

Before we pass on, there is a detail to which I should like to draw the Minister's attention. I fully agree with him that it is not always easy, in dealing with current Pensions Acts, to make them all as clear as we would like to make them. We are now amending Schedules of the Act of 1923 by sections of this Bill. We are amending sections of an Act of 1927. We are amending Acts of various years and all our amendments are by reference to previous Acts of this House. I fully understand that those administering the Pensions Acts turn readily to these references. I would suggest to the Minister that he might give some thought to the desirability at some stage of bringing in a consolidation Bill in which the simpler members of the community could readily ascertain in one Bill what pensions are in fact at present payable to the members of the Defence Forces.

I have the greatest sympathy with that particular point of view. I must confess they are also puzzling to me. For some years, I tried to keep my own copies of the Acts up to date but I had to give it up as an impossible task. I am happy to tell the leader of the main Opposition Party that we have, in fact, been working on that problem and considerable progress has been made. We hope to be able to take it up soon with the Department of Finance. I hope we will be able, before another year has passed, to come to the Dáil with these matters and that something very substantial will have been done.
