asked the Minister for Industry and Commerce if he is aware that the majority of industrialists starting new industries are opting for areas that are at present over-industrialised whilst large areas, particularly rural towns, are being gradually depopulated and are going into gradual decay; and if he will take special steps to siphon the establishment of new industries to these rural towns and areas and to end their present unfavourable position.

The Government have provided valuable facilities and incentives to encourage the establishment and development of industries in all areas. It is for private enterprise to take advantage of these inducements and local interests should do their best to encourage private enterprise to set up industry in their own districts. The Deputy may take it that any sound proposal that may be formulated by local or other interests for the establishment of industry in any area will be afforded all the assistance within my power.

The Deputy will appreciate, however, that the decision as to the most suitable location for an industry must rest, ultimately, with the promoters who intend to invest their capital in the project.

Can anything be done to change that?

We could become totalitarian, I suppose. We could push people around.
