I understand that on account of the age, design and physical layout of the dwellings in these buildings, the corporation consider that a successful scheme of reconstruction and improvement up to modern standards is not feasible. It is the intention of the corporation to maintain them, for the time being, to the highest possible standards subject to these limitations.
