asked the Minister for Local Government if it is a fact that a car parked during lighting up hours must be parallel to the kerb and must face in the direction in which the traffic on the side of the street on which the vehicle is parked is required to proceed in order to comply with present parking regulations and thus have effective insurance cover.

The parking of cars is regulated by local parking bye-laws or, where there are no relevant local bye-laws, by the Road Traffic General Bye-Laws, 1964. The General Bye-Laws do not require cars to be parked in the particular position in question. However, some local bye-laws, for example, some of those applying in the Dublin area, have a provision on the lines indicated in the Deputy's question. The Road Traffic (Lighting of Vehicles) Regulations, 1963, set out the circumstances in which vehicles parked during lighting up hours are required to be lighted. These regulations also provide that in some cases a parked vehicle required to be lighted must be parked in the position indicated in the question. The compulsory insurance cover on a vehicle cannot be invalidated by the vehicle being parked in contravention of bye-laws or regulations.
