asked the Minister for Lands why it is necessary for the Forestry Branch of his Department to make three offers before finally purchasing land, thereby adversely affecting vendors who may urgently require cash and who will therefore accept the first offer made; and if he is aware that this system slows down the purchase of urgently needed lands for afforestation.

The Forestry Division of my Department are purchasers of land in the open market and must be free to negotiate on price with prospective vendors of land. There is no settled number of offers which may be made in respect of a particular area but in the event of a prospective vendor not being prepared to sell at the price offered by the Department the case is reconsidered on its merits.
