asked the Minister for Finance if in connection with recent advertisements for male clerical officers he will state why this competition is being confined to men; and why opportunities for entry to this grade are not being given to women candidates.

Recruitment to the clerical officer grade by means of open competition was suspended after the 1960 competition. Since that time appointments to the grade have been made through competitions confined to clerk-typists and Post Office clerks as a result of an arrangement recommended by the General Council under the scheme of Conciliation and Arbitration for the Civil Service. Almost four-fifths of clerical officers appointed in this way were women. Between 1st January 1958 and 1st January 1965 the number of men clerical officers fell by 527 to 721. To prevent the situation from getting unduly out of balance and to meet the Departments' representations, it was decided, also on the recommendation of the General Council, to hold a competition confined to male candidates.

As already announced by the Civil Service Commissioners, it is proposed to hold a competition, open to school leavers of both sexes, for the clerical officer grade in 1966.
