Is the Minister not aware that the failure by the Department to issue loans from the Local Loans Fund has created a very embarrassing situation for a number of people who are building their own houses? Would the Minister not try to expedite matters so as to prevent people being taken to court for payment of houses which have been built and which they cannot pay for, unless they get the money from the Local Loans Fund?

I understand the total issued from the Local Loans Fund from 1st April to 30th November, 1965 amounted to £12.56 million, as compared with £8.55 million, in the same period last year. I understand also that the issue of these loans which has not yet been approved by the Minister for Finance will be arranged in the not very distant future.

Surely the Minister will agree that comparison with the money paid last year is very cold comfort for those who are looking for money this year? In my local authority, we have bespoken, or promised, £94,500 to housebuilders and people who are building their own houses and we applied for a £100,000 loan several months ago. Surely in ordinary common decency the Department should make money available to local authorities?

I have already said the issue of these loans will be approved in the not too distant future, probably early in the new year.

In the meantime, does the Minister not appreciate, as Deputy Tully has said, that people building their own houses who owe money to contractors are being charged interest by the contractors for the money due?

I am aware of that, but the total amount issued in these loans during the current financial year will be in excess of that issued last year.

That is no consolation to the fellow who owes money and who is being charged interest by the builder.
