asked the Minister for Local Government if the sub-division of vested cottage plots under the Labourers Act, 1965 has been discouraged by his Department pending Departmental directions; and, if so, if he will make an explanatory statement.

The answer to the first part of the question is "No". Under the Labourers Act, 1965, which became law recently, the giving of consent to the sub-division of a vested cottage plot is a function of the county council and my approval in the matter is not required. A circular letter explaining the provisions of the Act is being issued to housing authorities.

Would the Minister say why such a delay has occurred in the issue of the circular and the other one dealing with the sale of vested cottages? I was told by the Minister's office that it would be issued before Christmas. It is now early in February and apparently it still has not been issued. I know the Minister may not be aware of this but perhaps he would ask to have it hurried up?
