The answer to the first part of the question is "No". Under the Labourers Act, 1965, which became law recently, the giving of consent to the sub-division of a vested cottage plot is a function of the county council and my approval in the matter is not required. A circular letter explaining the provisions of the Act is being issued to housing authorities.
Would the Minister say why such a delay has occurred in the issue of the circular and the other one dealing with the sale of vested cottages? I was told by the Minister's office that it would be issued before Christmas. It is now early in February and apparently it still has not been issued. I know the Minister may not be aware of this but perhaps he would ask to have it hurried up?
