Bill put through Committee, reported without amendment and received for final consideration.
Question proposed: "That the Bill do now pass".

I raised a question about the applicant Deputy Sweetman had in mind, the person whose husband stopped work five years ago—whether the 48 stamps average is connected with the five years during which he was not making voluntary contributions or when he stopped making contributions.

I think the Deputy must not have full information. In the first place, the average will be reckoned over the full insurable life up to 70 years of age. However, credits would be allowed in the type of case mentioned. If the person had ceased work, there was no need for the person to become a voluntary contributor if he either registered for work or was ill.

I am sure he was not innocent enough not to sign on at the labour exchange.

If Deputy Ryan will give me particulars. I shall look into it.
