Section 45 was enacted to regulate the purchase of non-urban properties by non-citizens, in a situation of intense activity by the Government to improve agrarian structures. Progress at structural reform together with international developments generally may call for the review of section 45 after a period, and I would not wish to rely on it as an index for determining the duration of the Commission.
While I readily concede that the consolidation of the various Land Acts would facilitate legal practitioners, this is a very specialised and complex code, the consolidation of which would absorb much time for which requisite specialist staff cannot be spared at present. The matter will be kept in mind, however, for attention when circumstances permit.
