Written Answers. - Council of Europe Recommendations.

asked the Minister for External Affairs what is the attitude of the Government with regard to recommendation 490 on the measures aimed at lightening the debt burden of the developing countries which was adopted by the Consultative Assembly of the Council on 27th April, 1967; and whether he will instruct his permanent representative in the Committee of Ministers of the Council of Europe to vote in favour of the proposals contained in this Recommendation.

The Government accept in principle the proposals contained in Recommendation 490. At its meeting held at Strasbourg from 26th to 30th June, the Committee of Ministers' Deputies agreed on a reply to the Recommendation. The Committee indicated that it fully shared the Assembly's views in this matter.

asked the Minister for External Affairs what is the attitude of the Government with regard to Recommendation 492 on European Civil Aviation problems which was adopted by the Consultative Assembly of the Council of Europe on 27th April, 1967; and whether he will instruct his permanent representative in the Committee of Ministers of the Council of Europe to vote in favour of the proposals contained in this Recommendation.

As the Committee of Ministers' Deputies, at its meeting held at Strasbourg from 22nd to 26th May, 1967, sent Recommendation 492 to the European Civil Aviation Conference and decided to resume consideration of the matter in the light of the conclusions arrived at by the Conference, the Government are not yet in a position to state what their attitude to the Recommendation will be.

asked the Minister for External Affairs what is the attitude of the Government with regard to Recommendation 493 on the contribution of the Assembly to the promulgation and launching of the water charter which was adopted by the Consultative Assembly of the Council of Europe on 28th April, 1967; whether he will instruct his permanent representative in the Committee of Ministers of the Council of Europe to vote in favour of the proposals contained in this Recommendation; and if the Government are prepared to comply with the request contained in paragraph 7 of the Recommendation.

The Committee of Ministers' Deputies at its meeting held in Strasbourg from 22nd to 26th May, set up an Organising Committee to prepare the launching of the European Water Charter in May, 1968, and specifically to examine the proposals of Recommendation 493. When the report of this Committee becomes available, in due course, the Government will give careful consideration to any proposals it may contain.

asked the Minister for External Affairs what is the attitude of the Government with regard to Recommendation 494 on the consequence of the wreck of the Torrey Canyon which was adopted by the Consultative Assembly of the Council of Europe on 28th April, 1967; and whether he will instruct his permanent representative in the Committee of Ministers of the Council of Europe to vote in favour of the proposals contained in this Recommendation.

At the meeting of the Committee of Ministers' Deputies held in Strasbourg from 22nd to 26th May, 1967, the Permanent Representative spoke in favour of Recommendation 494 and when the matter comes up for final decision by the Committee of Ministers, he will be instructed to vote in favour of the recommendation.
