asked the Minister for Local Government whether in relation to houses in respect of which State grants are payable any specifications or conditions must be complied with: if so, what steps are taken by him to ensure compliance in all cases with such specifications; and whether, in the event of it being ascertained subsequent to payment of the grant that there has been a departure from such specifications, steps are taken to secure compliance with such specifications or the return of the grant.

To qualify for payment of State grants the conditions and specifications approved by my Department must be complied with by all applicants. Such compliance is ascertained by way of prior examination of the plans and specifications submitted by applicants and on-site inspections of the works in progress at various stages by inspectors of my Department.

The making of a State grant involves no warranty on my part as to the works carried out, or the structural soundness of the house. Departures from specifications discovered after final payment of the grant are, therefore, normally matters for settlement between the applicant and the builder.
