May I take it that a person riding a bicycle would not be covered, although under the much abused workmen's compensation system, such a person proceeding from his place of employment homeward would have been covered?
Only in a case where the transport is supplied by or on behalf of his employers. Maybe the employer bought the bicycle. I would not like to give a decision in a specific case.
Do I understand the Minister to say that the person would be covered if he was travelling in a public service vehicle?
He is covered only if the transport is provided by or on behalf of the employers.
