I move amendment No. 1:
In subsection (1), page 5, line 35, to delete "paragraph 1" and substitute "the first paragraph".
This is a drafting amendment for clarification purposes. The paragraphs of Articles 7 of the Convention set out in the Schedule of the Submarine Telegraph Act, 1885 are not numbered. It is thought that this amendment will make the position somewhat clearer.
I move amendment No. 2:
In subsection (2), page 5, line 44, to delete "Section" and substitute "Sections 4 and", and to delete "is" and substitute "are".
It is intended to incorporate section 4 as well as section 13 of the Submarine Telegraph Act in this repealing subsection. Section 4 of that Act limits the application of Article 4 of the Convention to cables laid not deeper than 100 fathoms. We cannot see any reason at this stage why this limitation, which is not part of either the 1884 Convention or the Convention on the High Seas, 1958, should be retained, so the effect of bringing in the repeal of section 4 is to secure that this applies to any depth.
