asked the Minister for Finance if he intends to take steps, including if necessary the introduction of legislation, to implement the suggestion in Paragraph 10 of The Economy in 1967 and the Prospects for 1968 published by the National Industrial Economic Council that it would be important to know what proportion of the capital inflow in any year represents balances held by foreigners in Irish financial institutions, which might be subject to withdrawal on short notice.

The investigation recommended by the National Industrial Economic Council in the paragraph referred to in the question will be included in the study of external reserves now proceeding.

The available evidence suggests that the proportion of the capital inflow which represents short-term balances held by foreigners in Irish financial institutions is small.
