asked the Minister for Justice if he is aware that grave difficulty is being caused to litigants and other members of the public, seeking to avail of the provisions of the Landlord and Tenant (Ground Rents) Act, 1967, by reason of the non-existence of rules of court or ministerial regulations governing and regulating the procedure leading to determination of matters by county registrar's arbitration and the non-existence of rules of court or regulations governing and regulating the procedure as to appeals from decisions of county registrars in such arbitrations; and if he will take steps to ensure, as a matter of urgency, the provision of such rules and regulations.

I have received no complaint of any procedural difficulty in connection with the settlement of disputes under the Ground Rents Act.

Regulations prescribing the forms to be used for the various purposes of the Act were made before the Act came into operation on 1st March, 1967. The procedure at an arbitration under the Act is a matter for the county registrar concerned. The procedure on appeal is a matter for rules of court which, I understand, are at present being prepared by the Circuit Court Rules Committee.
