asked the Minister for Labour what assistance it is proposed to provide for Irish emigrants in need of help; and if he will make a statement on the matter.

asked the Minister for Labour when he will take steps to introduce an emigrant welfare service; and if he will give the broad outlines of such an essential service for Irish emigrants.

I propose, with the permission of the Ceann Comhairle, to take Questions Nos. 50 and 51 together.

I have this matter under consideration and I hope to make a statement in the near future.

Has the Minister a scheme in draft?

Yes, but it requires certain Government decision. I am near enough to be able to make a statement about it.

Was there no Government decision before the Minister spoke in Cahirciveen?

I expressed some personal views which had to be——

The late Deputy Donogh O'Malley would make the decision, announce it and then the Government would have to back it.
