87.

asked the Minister for External Affairs what action the Government have taken on Resolution (68) 30 adopted on 31st October, 1968 by the Committee of Ministers of the Council of Europe and relating to measures to be taken against incitement to racial, national and religious hatred.

The Government favour generally Resolution (68) 30 of the Committee of Ministers. The Convention on the Elimination of All Forms of Racial Discrimination was signed on behalf of Ireland on the 21st March, 1968 and the question of its ratification is under consideration.

asked the Minister for External Affairs what action the Government have taken on Resolution (68) 31 adopted on 31st October, 1968 by the Committee of Ministers of the Council of Europe and relating to the medical aspects of road accident prevention.

Operative paragraph II of Resolution (68) 31 of the Committee of Ministers invites Member Governments to send triennial reports to the Secretary-General of the Council of Europe describing the action taken by them on the recommendations contained in the Resolution. The first report on the implementation of the Resolution is not therefore due until the 31st October, 1971 and, in the meantime, the extent to which the recommendations have been or can be implemented in this country is being studied by the appropriate Government Departments.

asked the Minister for External Affairs what action the Government have taken on Resolution (68) 33 adopted on 29th November, 1968 by the Committee of Ministers of the Council of Europe and relating to the activities of national agencies of the Europe Information Centre for Nature Conservation.

In implementation of Resolution (68) 33 of the Committee of Ministers, the functions of national agency for Ireland of the European Information Centre for Nature Conservation are being discharged by the forestry division of the Department of Lands.

asked the Minister for External Affairs what action the Government have taken on Resolution (68) 35 adopted on 29th November, 1968 by the Committee of Ministers of the Council of Europe and relating to the European fresh water conservation campaign.

asked the Minister for External Affairs what action the Government have taken on Resolution (68) 36 adopted on 29th November, 1968 by the Committee of Ministers of the Council of Europe and relating to studies on groundwater deposits.

I understand that, at the request of the Minister for Local Government, an Foras Forbartha is in the process of setting up a water information centre. The question of water conservation and groundwater studies will form part of the work of this centre.

asked the Minister for External Affairs what action the Government have taken on Resolution (69) 2 adopted on 25th January, 1969 by the Committee of Ministers of the Council of Europe and relating to an intensified modern language teaching programme for Europe.

Resolution (69) 2 of the Committee of Ministers is based on Recommendation No. 40 of the Council for Cultural Co-operation of the Council of Europe. The Department of Education has been nominated the "modern language correspondent" for the purpose of Recommendation No. 40 and will co-operate with the Council for Cultural Co-operation in every way open to it in the task of promoting the aims of the Council and the realisation of its intensified European programme in modern languages.

asked the Minister for External Affairs what action the Government have taken on Resolution (69) 3 adopted on 25th January, 1969 by the Committee of Ministers of the Council of Europe and relating to wider support for "European Schools Day" at national level.

Provision is being made in the Vote for the Office of the Minister for Education for payment of an increased contribution by Ireland towards the expenses of the "European School Day".
