asked the Minister for Transport and Power whether he will arrange with the Dublin Port and Docks Board, in view of the uneasiness caused by the disclosure of certain of their plans for harbour development affecting Bull Island and the Clontarf sea front, to produce their final plans now so that the Planning and Development Committee of Dublin Corporation may study them and also to allow the Bull Island Protection Association and other interested bodies to present their objections.

I would refer the Deputy to the replies given to him on 11th March, 1969, to previous Parliamentary Questions on this subject.
The Dublin Port and Docks Board's planning team, which is at present engaged in drawing up a long-term development plan for the port, expects to complete its task before the end of this year. The report of the planning team if adopted by the Port and Docks Board will then be discussed with the planning authority. There could be no question of the Port and Docks Board proceeding with the implementation of their port development plan without the agreement of the planning authority or without publicising their proposals with a view to giving interested parties the opportunity of lodging objections. As the Deputy has already been informed, each stage in the development of the port will be subject to the controls provided for in the Foreshore and Harbours Acts and the Planning Acts.
Would the Parliamentary Secretary say when the port authorities will have their part of the planning in final form so that the Corporation Planning Committee can consider what they have in mind? Is there any date at the end of the year?
That is what I have said. It is hoped to complete this task before the end of the year.
In the meantime are we to take it the suggested plans of the port authorities have no validity until that final form is achieved?
No. There has been a sort of provisional plan, but not until the end of the year will it have its final form.
Can the Parliamentary Secretary tell the House what is the relation between the provisional plan and the final plan.
When I mention a provisional plan, I have in mind the long-term plan they have in relation to this.
