Vol. 239 No. 13

Ceisteanna—Questions. Oral Answers. - Window-Stickers on Motor Vehicles.

41.

asked the Minister for Justice if any special instructions have recently been given to the Garda Síochána concerning the display of window-stickers on motor vehicles; and if he will make a statement on the matter with particular reference to the date these instructions were given and their nature.

42.

asked the Minister for Justice the number of prosecutions instituted during the past 12 months regarding the display of window-stickers on motor vehicles.

With your permission, a Cheann Comhairle, I propose to take Questions Nos. 41 and 42 together.

Regulations made in 1963 by the Minister for Local Government require that car windows be so maintained as not to obscure the vision of the driver. The regulations specially mention unessential stickers. No recent instruction has been issued to the Force concerning the enforcement of these regulations.

It is of course possible, and would be in accordance with normal practice, that a reminder about this or any other law or regulation may have been recently given in any locality by a local officer, inspector or sergeant but no information to that effect is available to me.

No separate records are kept of prosecutions for such offences.

Is the Minister satisfied that this is the only case on the records of his Department? Is he also satisfied that it was not the sticker to which objection was taken but that the wording of the sticker was "Boland must go"?

No. I would not know of this prosecution but for the Deputy's question. I am informed that the motorist in question had a very large sticker, 14 inches by four inches, on his window and if a car is found with a slogan of the same size saying "Harte must go" the driver will also be prosecuted.

Are we to take it that any person using a sticker of a nature that would be used in a general election will receive the same treatment as this individual received in Clare?

If the sticker——

The Minister has made a hames of the Cross-Border situation——

If the sticker is of the size used in this particular case the driver will be liable to prosecution.

(Interruptions.)

I did not hear the reply.

Of course, the Deputy did not hear it. He was too busy.
