asked the Minister for Transport and Power if he is aware that new factories may be lost to Carrigaline, County Cork if the ESB will not supply a three-phase supply at a reasonable cost; and if he will make a statement on the matter.

Section 21 of the Electricity (Supply) Act, 1927, requires the ESB to so fix their charges that they are able to meet their outgoings. The board are prohibited under section 93 of the same Act from granting preferential treatment. The board, therefore, in fixing charges must have regard to the cost of making supply available. The fixing of charges is, under the Act, the sole responsibility of the board.

I am informed by the board that in cases where capital costs of connection for an industry are high the board must have some guarantee that a correspondingly high rate of user will be assured over a period of years sufficient to enable them to break even on their investment. In certain cases, therefore, they require a capital contribution, which is normally refundable after a period provided that the anticipated consumption is achieved.
