asked the Minister for Agriculture and Fisheries if he is aware of the widespread concern about the ineffectiveness of the present sheep dipping arrangements and the spread of scab; and if he will introduce a scheme which will ensure that all sheep are dipped with an effective dip.

I am aware that, owing to neglect on the part of some sheep owners to dip all their sheep in accordance with the sheep dipping orders, sporadic outbreaks of sheep scab are still occurring. This is of very great concern to me and I am continuing to impress on local authorities the necessity to implement these orders.

I have also made it a condition of payment of the mountain lamb and hogget ewe subsidy schemes that the animals have been dipped in accordance with the sheep dipping orders.

The effectiveness of any scheme for the eradication of sheep scab must ultimately depend on the full co-operation of sheep owners and local authorities.
