Before Questions are taken I wonder if, in the absence of the Taoiseach, the Tánaiste would be able to answer a question regarding the Taoiseach's announcement that he was instituting a public inquiry into the recent "Seven Days" programme? I wonder if the terms of reference could be clarified and if it could be made clear that the terms of reference will include an inquiry into moneylending?

The Deputy should raise this on the Order of Business.

I must say that I gave notice to the Ceann Comhairle about this and he said that I might ask it. Perhaps the Tánaiste would convey to the Taoiseach that we would like the terms of reference published in advance and we would also like to see the main question, that of moneylending, included in the inquiry?

We would feel it important also that the terms of reference should be directed not only to the question of the programme but to the basis of the allegations concerning it.

We cannot have a debate at this stage.
