asked the Minister for Education if those who fail in the leaving certificate examination can have their papers returned to their teachers who could tell them why they had failed, as many pupils are not satisfied with the present method of examination.

The work of candidates at the certificate examinations forms part of the official record of their performance at these examinations. There could be no question of their answer books being made available to anyone other than those associated with the marking of them.

Would the Minister not agree that it would help the pupils if the teachers knew where some of their pupils failed? Very often they are surprised at brilliant pupils being on the list of those who failed.

I am afraid we could not do what the Deputy has in mind. The examiners operate with reference to a very detailed marking scheme. At all stages of the work they are marking under the close supervision of a principal examiner. It would not be possible for anyone to assess the marking of papers except those who are specially guided in this matter.

Does the Minister not regard it as excessive to have a fee of £4 payable on each paper?

That does not come within the scope of the question.
