asked the Minister for Agriculture and Fisheries when it is proposed to make the order for the provision of safety devices on tractors.

Regulations requiring every tractor used in a public place to be fitted with a safety frame were made by the Minister for Local Government on 18th July, 1969.

Do these regulations apply to every new tractor? Is the Parliamentary Secretary aware of the fact that accidents are still occurring because tractors do not appear to be fitted? In fact, the order does not appear to be complied with.

The Minister favours the introduction of regulations requiring every tractor, new and old, to be fitted.

Will the Parliamentary Secretary say if, in fact, the regulations are being carried out?

For every new tractor.

The Parliamentary Secretary is appointed to answer questions——

The Minister for Local Government does not know his own answers so he should let the Parliamentary Secretary to the Minister for Agriculture and Fisheries answer the question he is asked. Does the Parliamentary Secretay know if these regulations are being carried out?

Will the Parliamentary Secretary ask the Minister for Local Government before he gets up to reply again whether he knows anything about the matter?

The Deputy should show more intelligence in putting down questions.

Will the Parliamentary Secretary tell us if his Department intends to make this retrospective, and how far they intend to go back? Many accidents are occurring and if these regulations are to be brought in they should be enforced very quickly.

That is a matter for the Minister for Local Government.

Did the Parliamentary Secretary say the regulations were made in July last so that, in fact, the law as such is introduced? I simply want to know if it is being enforced. The Minister for Local Government says it is his responsibility and I will oblige him by putting down a question next week and, perhaps, he will answer that way.
