Order of Business.

It is proposed to take business in the following order: Nos. 1, 13, 14, 5, 15, 6, 7, 16, 8 and 17.

Could the Taoiseach say when arrangements will be made to hold a debate on our application for membership of the EEC? Secondly, will he say whether legislation is necessary for the establishment of a Ministry of Public Services and, if so, when that legislation will be introduced?

I suggested last week that the Whips might consult together about the date on which we could hold a debate on the White Paper on the EEC. I suggest it might be held in two or three weeks time. It is a matter for the Whips to agree between themselves or the parties to agree through the Whips. Legislation will be required for the establishment of the new Public Services Department. I cannot say yet when that will be introduced.

Will it be introduced in this session?

Very likely, but I cannot——

I thought it was urgent?

It will take some time to establish this Department and the necessary drafting will be put in hands right away. I cannot say how soon it will be completed.

But will legislation not have to be passed before the Department is physically established?

That is true.

Would not the logical thing be to introduce the legislation for the establishment of such a Department?

The Minister announced only last Monday the Government's decision to establish that Department. It will take some time to draft the necessary legislation. I cannot say when it will be drafted and ready for introduction.

Will the legislation include the functions of the new Minister? Is this the Taoiseach's difficulty?

It is a matter for the Parliamentary Draftsman. I cannot say in advance exactly what will be in the legislation or what will be required. It will have to be submitted to the Parliamentary Draftsman.

I have seen similar legislation and it was not very lengthy or involved.

Has the Taoiseach not got a nominee?
