asked the Minister for Local Government the main features of the Clonmel house purchase scheme in relation to each of the areas covered by the scheme; and the present position in regard to it.

The purchase scheme submitted by Clonmel Corporation in November, 1969, covered about 50 different house types and provided for discounts on the proposed prices of 2 per cent for each year of tenancy after five, subject to a maximum discount of 30 per cent. Following consultation with the valuation office as to prices proposed in the scheme—some of which involved sales for less than about one quarter of the prices obtained in the open market for the sale of comparable houses—my Department asked the corporation to obtain the views of a professional valuer to ensure that the prices complied with the law, which requires sales to be based on market, or replacement, values. Some 46,000 houses throughout the country are already in schemes made on this basis. So far the local authority have not resubmitted the scheme to me.
