asked the Minister for Local Government if, in view of allegations of malpractices concerning the filling of casual vacancies on some local authorities, he will introduce amending legislation to ensure that when such vacancies occur those last eliminated in each electoral area in the preceding election to that body will be given automatic co-option.

No such allegations have been brought to my notice and there are no proposals for amendment of the regulations in this regard.

Such a proposition is highly desirable. It would bring into the filling of casual vacancies on local authorities an element of political well-being which is very necessary in respect of some casual vacancies in view of the allegations about corrupt practices.

I am not aware of any such allegations. I have had no representations from either the General Council of County Councils or the municipal authorities on this. I would have expected to get some advice from them if there was a general request for a change.

I am suggesting such legislation is very necessary. As a former member of a local authority the Minister must be well aware of the political shenanigans and the gross Tammany Hall tactics that go on when a member of a local authority dies and a casual vacancy has to be filled. Surely, the last man out under a democratic election deserves to get the vacancy?

I am aware of the vacancy created by my own recent resignation. The subsequent election of a Fianna Fáil councillor was brought about by a member of the Labour Party and I do not think his action could be described as Tammany Hall tactics.
