asked the Minister for Finance when the value-added tax will be introduced; and if he is yet in a position to indicate what the VAT rates will be.

My present intention is that the value-added tax should be introduced in the latter part of 1971 and I propose to issue a White Paper on the matter early in the new year.

I am not yet in a position to indicate the rates of value-added tax which will apply but it is intended that the yield from the revised system should be approximately equivalent to the yield from the turnover and wholesale taxes which it will replace.

We hope a White Paper will be issued before the introduction of it. It states in the EEC Journal that it will definitely be introduced here but there is no question about a White Paper. I think it should be discussed beforehand.

It is the Government's intention to issue a White Paper and get the various reactions beforehand.

That should happen first. This measure should not be bulldozed through the Dáil.

No, the White Paper will be available probably next month.
