asked the Minister for Health how the senior executive posts were filled in the Southern Health Board.

The management team of the Southern Health Board comprises the chief executive officer; three programme managers; a finance officer; a personnel officer and a planning and evaluation officer.

The posts of chief executive officer and two of the programme manager posts were filled by competition conducted by the Local Appointments Commission. The other programme manager post, and the finance and personnel officer posts were filled, on the dissolution of the Cork Health Authority, respectively, by the former assistant manager, accountant and secretary of the dissolved authority. However, the personnel officer was successful in the recent competition for programme managers, so that the personnel post is now vacant.

The post of planning and evaluation officer has not yet been filled.

Did the Minister say the first three were appointed automatically on the dissolution of the health authority?

No. The chief executive officer and two of the programme managers' posts were filled by competition.

And the next three?

The other programme manager posts and the finance and personnel officers' posts were filled on the dissolution of the Cork Health Authority by the former assistant manager, accountant and secretary.

Was it by accident or by arrangement it was decided to transfer them?

It was by arrangement.

It is extraordinary this was not done in the other areas.

Nobody found any fault with it because it was due to the particular positions they held. The same applied to programme managers.

Nobody is finding fault with it. The fault is that the other areas did not do the same thing.
