Thirteen counties have county development team secretaries whose appointments are made by the Minister for Finance. Of the other counties, five have created a permanent office of development officer but they have deferred the filling of these posts on a permanent basis until the method of recruitment and a training programme have been settled. I have not received any proposals from the remaining counties with the exception of Louth from whom I have received a proposal on the 27th October for the creation of an office of development officer. I have no information that any of the other counties have decided not to create such a post.
