asked the Minister for Foreign Affairs whether the Government approves of the setting up of a National Youth Foundation as referred to in Recommendation 529 (1970) and Resolution 464 (1970) of the Council of Europe's Consultative Assembly; whether the Government is prepared to contribute to such a foundation; if so, how much; and what instructions have been issued to his representative in the Committee of Ministers in this matter.

We are in principle in favour of the establishment of a European Youth Foundation as proposed. The Committee of Ministers of the Council of Europe who are still considering the matter has not yet, however, reached agreement on certain important points including the financing of the foundation.

Could the Minister say when approximately they will come to some agreement on this?

It is difficult to say. It was hoped to have reached a measure of agreement at the meeting in December but this has not been possible. It is likely that at the meeting in December the Committee of Ministers, will record their agreement in principle, but there are differences between some of the members on certain aspects of implementation and it is unlikely these differences will be sorted out before the December meeting.
